When you reach cashout, I'll send you another $2.50.

They do have a daily click thing that is worth $.15, and although this doesn't count as completing an offer, it will get you around $4.50 per month. Also, they pay you $3.00 a month for posting on their forum.

Careful dude, I paid people to sign up under me and they denied my payment without any specific reason, just vaguely saying I had broken the TOS.

Where did you promote your link and how many refs did you get? I looked over their terms and i didn't see anything about paying people to signup. They did have a clause that said you may not walk people through signups or offers or suggest which offers to do. Do you think I should not do this?
