If I use my neighbor's wi-fi from my laptop, will it be their IP or my IP when I connect?

If you are only connected to their wifi (i.e. you don't have a hardwired connection at the same time) it will go through their ISP.

You will still have your own internal IP from the wireless router, but the outgoing connection will be their IP.

It will be their IP. Good way to hide your identity.

if you want to be a jerk, go into their routers internal website and change the password and put a WEP code on it

You need to know what kind of router they are using, and if they are smart, they should of changed 192.168.1.1. and you need to know the username and password too. Shouldn't be too hard, right?
