Default Building budget comp, need suggestions

I am building a budget computer for my mom and can't decide at what point spending the extra money is worth the performance boosts

This is what I am thinking about:
Newegg.com - BIOSTAR MCP6P-M2 AM2 NVIDIA GeForce 6150 / nForce 430 Micro ATX AMD Motherboard - AMD Motherboards
Newegg.com - AMD Athlon X2 BE-2400 Brisbane 2.3GHz 2 x 512KB L2 Cache Socket AM2 Dual-Core Processor - Processors - Desktops
Newegg.com - A-DATA 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Desktop Memory

For a small amount more( ~ $50, not exactly sure because of reason beow) I can get these:
Newegg.com - AMD Athlon 64 X2 5000+ Brisbane 2.6GHz 2 x 512KB L2 Cache Socket AM2 65W Dual-Core Processor - Processors - Desktops
Newegg.com - G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit Desktop Memory - Desktop Memory
and a compatible mobo

Is it worth it? There are just so many possible combination with other parts I need (and I don't need anything specific, so which combo I get can always change) so I can't put an exact price on what the two different builds

What does your mom plan on doing? Browsing the internet and checking email? You could go for cheaper parts then.

yeah, pretty much, I had a better description but then my crappy laptop became ungplugged and instantly shut off before I could post so I had to rewrite it. I basically want it to be as fast as possible without letting resources going to waste. I should have also mentioned, this will most likely be running vista. I don't have much experience with building computers outside of gaming, but would something like this
