does this allow u to print the barcodes and scan them at price checkers?

This is a UPC database. The database holds all sorts of UPC codes for products that are on the net and in stores. You sometimes need this codes for offers on the net. This is where you will find those codes. It's not the real barcode, but only the numbers at the bottom of each barcode.

So i could print out a bar code of a coupon and then tel the guy at the register to scan it and ou get the price reduction

nope, because the bar codes in that database are just product bar codes. They dont have the bar codes for coupons. Even if they did, you would not be able to use them without an actual coupon graphic, etc
