I was wondering if I got an unlocked Samsung Vibrant (Samsung Galaxy S for T-Mobile) and used it with the T-Mobile service, will I have to pay for the data plan? Or can I just use the phone with unlimited calling/texting and use the WiFi. I really want a good android smartphone without paying the obnoxious costs of data plans. So if you know the answer to this, please reply as I need an answer quick!

With Tmobile you can use a smartphone without data plan. I currently use an Iphone without data.
They are actually responsible enough to NOT have pay-per-usage data. Which means if you don't have a plan, you don't get any and no surprise charges.
You'll still be able to use WiFi, which will allow you to login to Gmail or whatever.

So if I buy an unlocked samsung vibrant off of craigslist and get a t-mobile plan, I won't have to pay for the data plan?

Any unlocked phone would work. You should be able to use wifi whether you have a plan or not. Just sticking your sim card in the phone is all that's required. You may want to call Tmobile to restrict data so you don't get mistakenly charged for anything. Another thing you may want to consider is that 3G may not work with some unlocked phones. if your using it for just voice and test it shouldn't matter.
