Can anyone refer me to some website that is specific in FRA, the Code of Fed. Regulations, for a worker being transferred to another work facility, and receiving NO mandatory training for that new facility placement?

I need material for a class and it's involving an injury sustained in a Railroad work yard on the first day of employment at [dark] midnight in a yard where the 20+ year employee was never at before, but transferred to. The railroad is governed by FRA [Fed. Railroad Assoc.]

I need documents proving that training for a new facility placement is mandatory no matter if it's an internal employee or off the street.
