Who is REALLY good at web coding?

I am wanting to make a site (or addon to a site) that involves some pretty fancy scripting that I am not capable of doing... but am willing to pay some big buck$ for!

The basic idea is, its basically a forum, buy WAY simpler:

All what users can do, is post movies (links to movies in .mp4 format) its an iPhone downloading site.

If you know what appulo.us is (link) its basically going to be something like that, but for movies, not cracked iphone apps. (but way simpler)

Well, I can set up domains, install web software, etc... I am looking for someone to code a site for me...
