You can't verify USA PP with VCC's. Doing that will just lift limits. To get verified, either add a bank account or sign up for that PayPal Debit Card.

Verified paypals can only be verified with a BANK.

CC only lifts limits to your sending.

That only applies to USA PayPal's. I can get verified in seconds using virtual CC's that my bank allows me to generate.

I've only used Canadian and USA paypals.
Canadian when I didn't know about gift cards. 500base sending limit.
