Cheating Network - View Single Post - Is using LinkBucks/usercash links considered spamming?

I'm having an argument with some people over at another forum and almost all of them say that using these types of links to redirect to another site is spamming. I personally don't think so, because to me its like using TinyURL except you get paid every page view. I mean, since when was using URL-redirection spamming, apparently you cant use TinyURL links even in DIGG because it violates their Terms of Service.
